Problem Builders!!

Hi Guys,
Back in Spring 2009 we had some work done to our utility room which include some improvements, new roof, windows and doors etc. After the work was completed, which we were very happy witH, the roof started leaking. We contacted the builder who came round to sort out the problem, we had to call him back a couple of times to get it finally fixed. All seemed well for 6 months until it started leaking in other places this would have been around xmas 2009, I have since contacted the builder who said he would come and sort it out but never did.
I have contacted Consumer direct who said I should send him a recorded letter. I have done this but not heard from him. I have now spoken to trading standards who say to send him another letter and 2 get other builders to get quotes and take him to the small claims courts.
I just wonder if there is any other way this can be resolved, for example via house insurance.
Any ideas on this?
Thanks
