If I remember correctly the Highway Code clearly states that you should not overtake when approaching a road junction. I would say he is 100% to blame.0

It says do not, rather than must not.0 -
He's partly to blame, he should have been aware of the possibility that traffic emerging from the side road might have restricted vision.0

Yes, but if you do, when told do not and an accident happens then you can be charged with driving without due care.
A lot of people on here seem to think that unless it says must not that you can simply ignore the highway code.That's not particularly aimed at you markyt.0 -

Filtering is not illegal but it is difficult to prove other party was negligent. In my experience police are not interested in following up such cases. Too much effort and little prospect of securing a successful prosecution.

Lane splitting at 20 - 25 MPH in stationary traffic is too fast but by leaving the scene of the accident I would have to ask why?Nothing to see here, move along.0

Just recently I have had 2 motorcyclists put themselves within inches of my car on a roundabout on the left. Fair enough I understand filtering, but doing that near a car on a roundabout is guaranteed to get you knocked off and injured. I took the sensible precaution of slowing down and letting them get in front instead.
The motorcycling fraternity would like you to believe any accident is the fault of a car, but it seems often they're not willing to use some common sense to help protect themselves when they're the more vulnerable road user. Worst incident I've seen so far is when a motorcyclist overtook a car indicating right, and you guessed it, the car went for it and took the motorcyclist clean off his bike.0
