Ebay not as descibed.

Hi all. Pulling whats left of my hair out here! I recently bought a bike frame for £350 of ebay. the frame was descibed as 21". On receiving the frame it looked a bit smaller than expected but with some manufacturers the size is measured diferently. I contacted the seller and asked if he was sure if it was a 21" and he was quite adamant that it was.
There was also play in one of the pivots of the bike (not mentioned in the auction) so I had this repaired and built it up to a full bike, it was once I sat on it that it was obviously not the right size. I spoke to my local Cannondale dealer and they explained the correct way to measure the frame and it turns out it is a 19" (well 18.9" to be exact). I have been through the ebay procedure after not getting any joy emailing the seller directly and have been refused a refund on the grounds that I have altered the frame. I believe that I have made a repair to a fault that was not listed on the original auction.
I'm out of options as far as ebay goes  but was wondering if trading standards or the small claims court might be my next step? Anyone had a similar problem with ebay?
Any advice would be useful...

Private seller or a business?0

This thread should really be on the eBay forum.
I assume you paid with Paypal, if you did then i would file a SNAD dispute and see what the outcome was.
If you can post a picture of the repair here, it might help people get an idea what you have done.0 -
If it's a private seller, TS won't be interested. If you've run out of time for a Paypal claim, then a county court claim will be your only avenue.0

Only consider court if you are sure the seller can repay your money. If they live with their parents and/or are unemployed and even worse don't give a damn then your wasting your time and money"The whole problem with the world is that fools and fanatics are always so certain of themselves, but wiser people so full of doubts."

How long ago did you purchase the frame & did you pay by Paypal. Have you already tried a SNAD dispute through Paypal?0
