eBay Seller Help - Stupid Buyer

Hi All,
Can someone advise the best course of action for the following:
Sold an item under best offer yesterday, was £29 sold for £25. Buyer then sends a message saying sorry, forgot to ask if you will ship to Denmark, ive bought loads from the uk and always no problem, should be about £1.5-£3 small packet no tracking.
I message back after going on the royal mail site saying ill ship it this once to you using royal mail tracking at a cost of £6.80.
He has now messaged back saying sorry to expensive please find out how much it is without the tracking etc.
Now im not about to send this without tracking only to have him say I didn’t get it.
Can I file a NPB if he refuses to use the shipping method?
Or just message him and say I want the whole transaction cancelled and ill relist it.

Why do you need to use tracking? The item will be insured for up to £41 with Royal mail using normal airmail so you are covered for any loss.
If you don't want to sell abroad you need to set your seller preferences to exclude overseas bidders.0 -
Also to add no Royal Mail service guarantees tracking once the item has left the UK.0
