Copying a CD

Forgive me for being a bit thick, but it is a long, long time since I've needed to copy a CD.
Step by step, how do you copy one CD to a blank one?
I seem to have managed, but wondered if there is a different way to do it.
I copied the PDF file from the original CD to my desktop, put in the blank CD and used Send To to send it from the desktop to the blank CD.
However I was asked to format the CD before I could copy to it and I can't remember having to do that before.
I am using Windows Vista.
