Entered wrong registration for congestion charge, now given fine

Hello all!
A friend of mine recently attempted to pay his congestion fee online, however he input his car registration incorrectly by one number and now has a fine.
Does anybody have any experience or suggestions as to how he can explain what's happened and not have to pay?
From my reckoning, if payment was confirmed or taken (even for the wrong registration) he shouldn't have to pay a fine and if the car with the registration he entered hadn't been to London then his payment shouldn't even have been accepted? Or do you pay in advance? I avoid driving to London at all costs I have to admit...

Assuming the car with the other registration hadn't also got a registration charge (or perhaps the car doesn't even exist!?), then he ought to try appealing it.Should've = Should HAVE (not 'of')
