PC load up probs,Help?

My PC will load up from XP as usual but all my icons and the start up menu's are missing. It even has my background picture showing after load up but nothing else. So I cant do anything with it.

Sugs please?

Does this mean I will have to completely reinstall from scratch again? As obviously I cant use the thing with no icons and start up menu missing.

Prob is, that instructions only shows you how to restore from the start menu, but if the start menu is not showing and nothing is showing, just a screen with my wallpaper and no icons no start menu, then I cant get into the system restore to do this.

or try Safe mode

Mine sometimes does this if I have a CD in the drive, particularly an old game. It just sits waiting for something but the second I eject the disc it finishes booting. Don't know if this is the problem?
