I've been getting free electricity for 2 years – am I liable?

When I bought my flat I tried to register with the energy supplier mentioned by the people I bought the flat off but the energy company had no record of the meter. From what I recall they gave me the phone number of an organisation who could identify the energy company – the woman when I rang this number was dismayed to…

And just how we he do that as the only person who can fit/change a meter is a meter operator under instructions from a supplier or the local distributor in an emergency.
