No U Turn, how about 3 point turn ?

Hi,
I have recently been served with a PCN for making an alleged U-Turn in an area where no U-Turns are allowed by Harrow Council.
The fact is, I didnt actually make a U-Turn, I made a 3 point turn by turning right into a driveway, stopping (waiting for traffic to pass) and reversing out to continue my journey in the opposite direction. Has anyone come across this before ?
I have contested this, but the council have responded saying the PCN is valid. Yes, I know I was stupid to turn this way, but I am interested in seeing if anyone has and experience in the final stage (Parking Adjudicator) and what they will say should I further contest this.

I would recommend asking the ladies and gentlemen over on https://www.pepipoo.com for a more informed answer, no disrespect to people on here, but they have experts on there as regards to council tickets. Very knowledgeable people.0 -

However, I can tell you that, a 3-point turn IS allowed where U-turns aren't. Strange but true.0 -

Post about it on pepipoo as others have already said. You can probably get a good case together with their help, and you only risk paying the full (non-discounted) fine if you take it to adjudication, no costs or anything.
This is an example of the sort of advice they can give (similar-ish thread where someone has got a PCN for 'no right turn' when in fact they pulled left into another street and sort of did a U-turn back across):

Do not post on that thread about your case. Start a new thread and read the FAQs & stickies first, including 'how to post pictures' (they will need to see your PCN, all sides, all small-print, and a view of where you were caught and the signs). Main board with stickies & FAQs here:

Oh, and sarahg1969 is a regular here who knows what she's talking about. If she says that you can do a 3 point turn in a no U turn road then you can believe her. But you need the advice of pepipoo posters to draw up a good formal appeal.

I thought reversing into a main road was prohibited by the Highway code though. They may try to get you on that one...0

Except that the highway code is not law in itself.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

..and there is no specific law prohibiting this. The highway code says you should never reverse onto a major road. This is purely from a safety point of view but is not law. If you endangered someone, they'd have to book for your driving without due care and attention.0

The Highway Code is irrelevant to CPE enforcement.

This is why I always stop and reverse into my driveway so I am not reversing out onto quite a main road, however, stopping as close to the left as I can, hazard warning lights, reversing lights and brake lights are still not enough for some who seem to think I have just stopped in the flow of traffic.:(0
