Web design software - simple yet flexible?

Does anyone know of any web design software (ideally free, but I've experimented with a few freeware programmes and they mostly seem to have drawbacks of one kind or another) which is essentially WYSIWYG, not too clunky and with the possibility of using HTML (of which I know a TINY amount!) for finetuning?
It would also be good if it was something with the ability to import an existing (simple) website for further work.
I've been using weebly.com but it's pretty unwieldy and - fairly often - won't do what it says it's doing!
Any suggestions welcome!

serif does free website software and paid for software ...VERY GOOD..

I use a mixture of Kompozer (anewhope) and Notepad++.
