Washing Machine Problem

Hi Folks,
I'm having great problems with my washing machine.
When ever its turned off, it starts to fill with hot water. this is a great nuisance as I need to put it on for a spin before I open the door!
When ever it fills, it uses hot water, so this is having an impact on my gas usage.
Any ideas what the problem is?
