Camden council won’t refund unfair parking fines

On Sunday 6th of June I was issued with a penalty charge notice by Camden Council for parking in a Resident’s parking bay on a side street in the Camden area in London. I thought that I was parking in a Pay and Display bay which had no restrictions (it being a Sunday).
The Pay and Display sign was on the pavement directly next to where I had parked and there were no road markings that would allow drivers to distinguish between the Resident’s bay and the Pay and Display bay.
I appealed to Camden Council and got the following response, “One of our supervisors has now visited the location and agrees that the road and sign markings are unclear, We have therefore cancelled the penalty charge notice and apologise for any inconvenience”
I replied, thanking them for cancelling the PCN but asked if they would be contacting the drivers of other vehicles that had received an incorrect penalty for parking at this location. They replied that it was “up to each individual driver to make a claim of they felt that the PCN was issued unfairly”
I find this answer unacceptable. Most drivers receiving a ticket would just assume that they were in the wrong and the council are in the right. Most wouldn’t even think to challenge the signs and road markings. I feel that Camden Council have unlawfully taken money from innocent motorists and are now unwilling to contact those drivers and refund the fines that have been taken from them in error.
Writing to the parking office at Camden Council just falls on deaf ears. Does anyone on the forum know whether Camden Council does have a legal duty to contact the other motorists?

Nope. I would be putting it in the local paper though, that should alert people.
Local papers like to point out errors with Council paperwork which may help their readers reclaim parking money - worth contacting the newsdesk perhaps (not just writing a letter to the editor).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
