Bullgaurd firewall has locked computer

My Husband has installed Bullgaurd firewall on his pc and it has completely locked his computer. We have tried to uninstall it, but cannot even access the contril panel.
Nothing will open at all. Any help would be appreciated, as we don't know how to fix this.

Tried SAFE MODE? (At bootup, keep pressing F8):idea:0

Boot in to Safe Mode with Networking Download and run SafeMSI. Then you can go to Add/Remove program and remove as usual.0
