You say they've picked up the phone to hear dialling, but have they picked up the phone to hear anyone talking? Also they should ensure 100% that none of the computers are still plugged into the line0

Not sure if its relevant but,
It is well known around were i live that some people have access to the NTL green boxes on the street. These boxes house all the connections for TV & Phone.
Might be worth a call to NTL to have them check the green box for ilegal connections.0
