what can i do?

Yesterday i recieved a notice to owner ticket (from a local council) saying it was for £100 needing to be paid within 28 days.
However, we did not get a ticket in the first place, and the reason they are stating is that we "parked in a loading place during restricted hours without loading (code 25).
But it was a loading only (20 mins) no return within 2 hours.
i was parked for approx 5 minutes, while i got my disabled wife out of the car, and safely accross the road.
Her blue badge was displayed, but i am perplexed as to how it got to this point, as we recieved no ticket in the post, and nothing was left on the car.
Do traffic wardens have to take pictures of the car with the ticket on? to prove they applied it? how do we prove we never recieved anything?
I always assumed that getting my wife out and accross the road safely was actually classed as loading/unloading?
There is no number to ring on the nto, just to pay.... HELP!!!
Ok, ok, i need to go back onto Weightwatchers, lost 7 stone..... 2 back on, this has to change.....Help!!!:eek:

    Is the NtO from a Council?

    If so you need some help to word a formal appeal which will say a few things, such as you never got a PCN and were displaying a Blue Badge, plus any other flaws with the paperwork or bay/signs that others can help you find.

    Sometimes you cannot use loading bays for disabled parking - it depends on the Council but pepipoo forum posters will advise you. Don't just rush to pay it, they should be able to get you off!

    I have done now, thanks, but thought i could post a copy of it here as well, see if any help is offered.

    BTW, tax disk info(exp etc) was not scrubbed by me, it was left blank.

    Did you get a pcn originally? Did you appeal informally?

    Never recieved a pcn, either on the car or through the post. Not appealled at all at the mo, was hanging on to see what was the best way of wording my response

    I have a Blue Badge, and have been ticketed on a couple of occasions for being parked in a loading area. I managed to get off the second time due to there being unclear signage. But I do avoid loading areas now. I think our local inspectors make a special point of hunting out Blue Badge holders who do this.
