Time consuming is the issue, existing code helps a lot but I dont think he will get it in under 20 hours (assuming lone developer), but as long as thats all he's asking thats fine. Personally id hit closer to 75-100hrs .0 -
I will be honest, assuming your developer is working alone I think the quote of 20 hours is absolute rubbish. I should also point out that him ripping code out of sites other people have paid for (even if he made them) and being used in another doesn't sound exactly legal.If my post helped you in anyway, please hit the "Thanks" button! Its the way most outsourced web devs work, its the way they money really, most functionality is pretty similar, so they either have a custom template or use an existing framework.
Code quality is higher and costs are rock bottom.
It depends whats on the contract really, the IP may not belong to the client. If its not mentioned thats where it becomes iffy.
Oh and if you use open source, you have to abide by their licence as well, (nothing is free after all)
Personally I reckon most the small web businesses just ignore the legal side of things.0 -

4 days later - Yep pretty much all done. Some of the emails aren't sending, there are a few typos and I have asked for more work - but its 95% complete.
