Living with partner

Hello
My girlfriend is just starting an undergraduate course at university and we are trying to maximize the amount of funding she can get.
She is from England but is living in cardiff with me full time and won't be going home in the holidays etc.
I work full time but earn less than £19000.
Can anyone advise us
1. Which LEA she should be applying to, given that although she has only recently moved to cardiff she is intending to live here permanently?
2. Who's financial situation her loan/grant application should be based on (ie either her parents or myself), given that she is living with me?
Any help greatly appreciated as usual!

Hi, just a few answers to help you....
1. you are not civil partners. Civil partners are same sex couples who go through a civil partnership ceremony (i.e. marriage).
2. how old is you girlfriend? Has she been independent from her parents for three years?
If she is over 25 then any assesment made by an LEA will be based on her income and yours as you are her partner. If she is under 25 then it will be based on her parents income unless she has been independent of them for three years. Documentary evidence is required to prove this, i.e. pay slips.
3. You should go to the LEA where you normally live. I am not sure how this is decided although I imagine it has something to do with where your home address is as far as the university is concerned. i.e. did your girlfriend put an address in England when she applied. Usually, you would apply to the country where you have been ordinarily resident for the previous 3 years. I think the best thing to do would be to look on this website http://www.studentsupportdirect.co.uk where there is lots of useful info.

Her LEA is the one local to the address she put down on her ucas form. Even if she moves permanently it will remain the same LEA for the duration of her course.
Don't forget you will get a reduction in your council tax if you are the only 2 people in your property and she is a full-time student.0
