Something wrong with the sound on my laptop

It's sounds like a really bad echo plus helium voices!
It's not my laptop so I don't know how to change it back to 'normal' sound without these effects

what's it doing it with ... skype; streaming audio/video; standalone files like mp3s; system sounds ?
what player are you using, version
what operating system and service pack do you have
what does your Soundcard propreties say? In windows...
start, RIGHT click on "My Computer' > Properties > Hardware >Device Manager > Sound Video Controllers > YOURSOUNDCARD > Properties > Troubleshooter0
