Windows running slow

I have a problem with something in the background that starts running about two or three mins after start up. This slows eveything down so much i have to leave it ten miniutes while it finishes.
i have looked at all the start up programs and unchecked them so they wont start. The only one that keeps coming back is c\windows\system32\cfmonexe if anyone knows what it is and is it causing it.
i have win defender running which says everythings ok and gone to windows xp solution centre and ran there online problem solving which came back saying every thing was working fine.
Not sure this could cause it but this problem seemed to start after win service pack 3 was installed
The other thing is can i re install windows xp on my machine. I dont have a disc as the computer came with it installed with a geuine copy. I only use the computer for the internet and emails and storing odd bits so i would not be loosing much.
I ask this because i so a thread on here not long ago which said dont buy a new computer re install your old one and get a new performoming one. Iv looked on the pages but cant find it now.

Hi its a compaq Evo.
looking at what windows system 32 is. It looks like a office program which i dont have installed on my computer. When i look at add remove hardware in control panel its not there so how can i remove it0 -

ctfmon removal instructions above (section 8), however I doubt that it the issue, it may even be defender.
Post your physical ram and commit charges from task manager.!!
