I just found this in my inbox for my PM's,

Very quick, say if you pay for 100 mcfs of gas a month, you are really only using 80 mcfs, but paying for 100mcfs, and what we do is eliminate the extra 20 mcfs so that your gas bill lowers each month by at least 20%. We test the savings each month to assure the reductions are occurring, and if the reductions are not occurring we'll give you a refund, so there's no risk.
