Tiscali Speed Problems

Hi, I'm hoping someone can point me in the right direction here...
I have a tiscali 1mb package and it has been excellent for a couple of years, no problems and quick enough, regularly got 900+ kbps via their speed check. Recently it's been really slow and having done their speed test I can't get more than 140kbps. Their tech support said check it's not the firewall, antivirus, background processes etc. I've checked all that and all seems ok. I'm using a Belkin wireless router so checked that and the upstream speed is only 160, I was expecting this to be 1Mb???
So, my question is, is this a line problem or a Tiscali problem and what should I do to get either BT or Tiscali to fix it?

the upstream is data you are loading up onto the Internet, it is always slower than your download speeds which what the ISPs advertise. check for you downstream speed that is the download speed of your connection.Scottish proverb - "Never drink whisky with water and never drink water without whisky"0

As an update for any other tiscali customers I've spoken to their technical support area and they say it's maintenance, they've "moved" me and I'm now getting 1000+ kbps. They also said I'd get the same problem in a couple of days time and they'd then fix it properly!!!
I've also sent a message to their complaints department, technical area told me it was affecting lots of users - they obviously don't do anything until you complain!0
