Second last question. If petrol that's about right, if diesel it's somewhat disappointing.

As for the best thing you can do, keep it well serviced. If it hasn't had a new air filter, spark plugs (petrol), in a while these are worth replacing, and don't forget to change the oil and filter regularly (take a look at MFR's recommendations for your engine, but every 5000 miles or year whichever first is a good figure) to keep the engine in good condition.

These aren't that good on fuel, as suggested try a good service, including fuel and air filters. Haven't had much dealing with these as I never rated them to be honest but if it is a bit smoky it could be the EGR, if fitted. Also check that the brakes aren't sticking , bad don't forget that a 2.4 petrol version would have been lucky to break 25mpg in normal running about maybe getting 30mpg on a run. But I have never heard of anybody getting what I would call good fuel consumption from one, if you want to improve fuel consumption then buy a manual Ford Galaxy with a diesel engine.
Your car is an old design, with the extra transmission losses that are caused by fourwheel drive, I think 28mpg isn't too bad for one of these, especially if that is in general running about rather than on a long run.
