Painting Grey Plaster Walls

Hi,
I am redocorating a room and where I have had shelves etc it has taken the paint away from the wall. However it appears to be 2 layer to the plaster. A thin topcoat and a much thicker layer below. It seems to pull away very easily, but I don't want to pull it all off.
I need some help as to what this thicker stuff is and how to best proceed.
- is this thicker coat an artex?
- Can I just smooth over the patches created with a filler and then paint?
- paint with exterior masonary paint first and then emulsion
The other walls in the room are paper lined and then painted.
The plaster is a grey speckled colour

Use a filler such as Tetrion, apply with a very wide blade such as a caulker blade.
just thin a bit of emulsion by 25% with water and prime all filler with this, then just finish with 2 coats of emulsion, do not use masonary paint or pva.0 -
used a polyfiller powder and its done the trick - thanks
will prime with diluted emulsion
