I have opened a new eBay account but can't sell anything, apparently my account is under review, I opened it last week and tried selling when I got this message, and it is still happening, do I need to have some feedback before selling or something?

I think there may be a few days where you can't sell anything... this is presumably to deter scam sellers who set up new accounts then list loads of non-existent items.
Have you considered buying some items? You'll find you get better prices when you have more than 0 feedback.My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
