Travel Insurance for 17 year old

Hello
I have a friend who is 17 that is going to Portugal for a week(Not with her family). Most insurance comparison sites only work for under 18s and it is quite hard deciding what company to go with. From googling I found a few sites charging from £5 up to £20. Should I just compare the polices to see what offers the best cover or can anybody recommend a good company to take cover with?

I've not researched recently but do know that the post office used to offer insurance for 17yr olds travelling alone.0
