Councils across the country - whats your story?

We moved, and notified the council tax department of Bradford by email. A response was promised within 20 working days.
We got a letter at the end of May, dated the end of April, saying we were due a refund. A scrawled note at the bottom said it had been paid into our bank. It hadn't arrived, so I contacted them to check.
Bearing in mind this is well beyond the 20 working days promised (and that in itself is a long enough time) I was slightly put out to be given the impression that I was being impatient. The operative said I should give it 7-10 working days, without in any way acknowledging that the letter I had was dated a month back. It turned out that the payment was actually actioned after the letter was recieved, not before it was sent.
Yet, there was no attempt to apologise for the delay or confusion caused, and there was no attempt to thank me for my patience! Not actively rude, but no sense of politeness either.
Not, I admit, any kind of horror story, but it was VERY irritating.
Anyway, apart from the council tax office, the rest of Bradford's operations have been fine for us.0
