Sneaky BarclayCard?

I hinted to BarclayCard that I was considering leaving so they dropped my interest rate. However, on receiving my statement, it still shows the old rate. I called their CS dept this morning and was told that interest rate reductions were not retrospective and only applied to purchases made from this date forward.
Is this standard practice or are they being sneaky?
The guy on the phone admitted it wasn't mentioned in the letter but knew from experience that's how it worked!

i lowered my apr with barclaycard but my balance was nil, im sure it does only apply to new purchases, sorry x0

They lowered my APR last week (19.9 down to 12.9!), my next statement isn't due til the 27th but the girl on the phone said that any purchases made during this month won't occur any interest at all and the new rate will have effect from the 27th.0
