Motability /RSA insurance problem

Hi guys,
Can any one advise me on who to complain to or who to recover out of pocket expenses from.
In April our housing association sent a company up to fit an adapted bathroom.The workman backed into my parked motability car causing damage that had to be put into a garage for repairs.RSA were told that the company accepted liability.RSA told me I would get a curtesy car whilst mine was in the garage.I was contacted by A1 solutions and told I would get an AVIS car delivered but from a town 100 miles away.I had to give my credit card details in case of any damage or if I did not refill the car before returning.On arrival of the car the tank was 3/4 full ,the delivery had used 1/4 tank.I filled the car and kept the receipt to claim back. After the car went back I received a bill for the fuel used to return the car which I paid. I sent a claim for both amounts to RSA to claim from the 3rd party but they refuse to pay out.A1 solutions have said they are happy for AVIS to bill them but AVIS are refusing saying they cant put it through as a delivery cost. In a group phone call I was in with AVIS and A1 AVIS relented but only the final fuel bill to A1 as a delivery cost though I have still not received a penny.I'm not making any kind of profit from this but surely neither should I be out of pocket for an accident I was not even in the car for.Obviously all fuel I used whilst in possession of the car I am not claiming back.I'm getting really frustrated can anyone help?
