Order Lanterns - 2 Weeks later; Still Not Received

Well, on Friday 23rd July, in the morning I order some chinese lanterns for a birthday party, I was told they would arrive next day, and I paid £3.99 for postage. They did not turn up.
Anyway, they have still not turned up either, I have contacted the company several times, and even rang them, I have been told I have to wait until 15 days, so Royal Mail can declare them "lost in the post", so now, I'm £20 down, 2 weeks on with nothing to show for it, and the company is not responding quickly, if at all.
Where do I stand?

You will be entitled to your money back if they do not turn up.
Even if they do you can cancel under the distance selling regulations within 7 days of arrival (unless their specific terms are more generous).Thinking critically since 1996....0 -
I paid by debit card.

You can cancel under the DSR now, yes. Send them an email to that end and they should refund you the money.
By law they are required to refund within 30 days.Thinking critically since 1996....0 -
