Who gets the Completion Certificate from Building Control?

I've just had an extension done. My builder is claiming that he usually gets the Completion Certificate, and withholds it until the final balance has been paid.
Apart from the ethical issues in withholding documents that are rightfully mine, I believe he is.. er..lying. His name was not on any of the paperwork sent in, I paid the Council directly by cheque (not through him), so I don't understand why he thinks he would get the Certificate.
Can anyone please confirm, corroborate or clarify.

if you have applied directly to the council for it and not appointed him as an agent, then the certificate will come directly to you.
if he is the registered agent it would come to him first and them he could obviously withhold it until you pay, you could phone the bc department and ask them who is registered to receive it, and then make sure it is not going to him...This is a system account and does not represent a real person.
