I believe UK police can take action after 3 incidents of harassment assuming somebody contacts you more than 3 times after you have asked them not to.
If they're sending you disturbing images, then I think you would probably be able to contact them immediately.
The fact you don't know who they are and they are US based may make legal action very hard to pursue. I think Yahoo would be a good place to start looking but if they simply resort to setting up free accounts via proxy servers it may become very hard to stop.
That said, my line of action would be to ring or go to my local police station and ask their advice on the matter.0
