Pipex (tucan) and sky phone problems

Hello,
My father in-law switched his phone to sky back in 2008. Sky notified Tucan (now Pipex) and he started to pay sky £5 a month for his phone. Recently he made a few calls to mobile phone which were not on his call plan and he recieved a bill for £10 from Pipex. He decided to ignore this as he was with sky and they cut him off. After phoning Pipex they told him it said on his account that he should have stopped taking service from them in 2008, but for some reason they didn't cancel it and that he was still liable to pay them the money. He rang sky and they said that he was not with Pipex for his phone and that they should not be charging them. Pipex demanded £30 or threatened court costs of around £120 on their next letter so he decided to pay to stop the costs going up. We have tried to complain a number of times over the phone to Pipex, but they are just ignoring us. I am going to compose a letter to Pipex about this and also a letter to sky demanding his money back for them not providing a service for 2 years. does anyone have any better suggestions?
