Help...issued with a fine from above stating that I was "not parked correctly within the markings of the bay or space ..£45 If I pay within 14 days or £90!! this was on a retail park at cribbs Causeway Bristol...do I have to pay?

NO! it's a scam. Ignore it and do not contact them. See this thread for the letters you will be ignoring.0 -

No OP - you DO NOT have to pay.
My simple advice to you is to ignore any letters from them, as the 'ticket' and letters you have received are in no way a real 'ticket' as it were with any kind of law or act supporting it.
It is a mere unenforceable invoice that they cannot in any way shape or form enforce.
They are a private firm/company and in no way linked to the Council and/or Police, which is the only time you need to offer a reply or to pay up.
Ignore the letters, do not reply and they will get bored.
You will most likely get a number of letters that look rather 'Real' to some people that haven't seen them before, do not take any notice of them, they will NOT take you to court, it will not affect your credit rating by not paying them and they will NOT call upon your home.
I hope you can rest easily now not worrying about it - perhaps make a paper air plane out of the letter you have got

Trouble is, many people still pay these 'invoices' as many people for whatever reason, don't have the internet or know there rights, and the firm/company issuing them will still carry on while they get 50% or more people still paying them.
I wouldn't like to say to someone don't worry, get a 'invoice' every day for the next year as I am pretty sure they would maybe do more than put a worthless bit of paper on your windscreen, like wheel clamp you, but the odd 'invoice' once/twice a week is fine, don't worry and ignore.0 -

I hope you've looked at the letter examples on the thread linked above by Sir Roger deLodger.
The main thing - once you really understand it's a scam - is to be ready for those debt collector letters and NOT to believe the threats. Pictures of the whole series of standard UKPC/debt collector scam letters are on that thread, so please don't be surprised/panicked by their threats when thy plop through your letter box.
Want some other corroboration?
