    I'd say don't resit the whole year again as it would be hard to find motivation to really study things that he has already passed, this in turn, with a new set of exams could lead him to fail a different module!! The best thing in my opinion would be for him to resit the one he failed, get a fairly sustantial part time job. (Or full time if he is an arts student - I am an arts student so I don't mean that as a criticism, but I know other arts students who worked full time and studied full time. Sometimes a bit of extra pressure on time actually helps. If he only has one module he will be in a good position with regards to having the time to work and if he is really keen to improve his mark he could read ahead to cover some of the modules he'd like to do in the next year. He may even be able to sit in on them, which will put him way ahead the next year.
    Repeating things you have already studied is bad news though. Extremely difficult if you actually passed the first time round.
