If you have a mobile that has a GPS why not try geocaching? It a more sophisicated form of seek (as in hide and seek)
We did our first one two days ago, my boys are the same age as yours.

Just had my granddaughter to stay last week and all but one of our activities were free. We went to the library - childrens' Space Hopper craft session. Local park. City centre park with special day of free activities ( though she spent most of her time on the permanent slides and climbing frames. Local National Trust place - ( I'm a member, so nothing to pay out) had a day of Boredom Busters. At home - baking, reading, games, writing stories, colouring, making cards with craft set and bits and pieces......The only thing I paid for was a day at the local light railway and that was value for money as there were two playgrounds included.0

Would definitely second this. I've just started doing it with my 6 year old and he loves it. We've got quite a few near us so plenty of opportunities to use up a few half days whilst getting fresh air and exercise.Little lady arrived 13/12/110 -

It's possible to do without a GPS, pick a geocache with a 1 star difficulty rating and a clue that makes it obvious where to look0 -
Not completely free, but we've just been to the cinema for the Saturdays morning kids film which is £1 per ticket, adult or child, so only £4 for DH, myself and 2 DD's to go. They do it at most large cinema chains, our closest ine is Cineworld. Think the Odeon do it for £2. The films are usually a few months old so not the latest releases but compared to £20+ for a family of 4, £4 is not bad!
ETA: netmums website has got some ideas too.0
