NetIntelligence on a Home Access laptop

Hi all
My neighbour has got a laptop under the home access scheme which has a nasty piece of software on it called NetIntelligence.
I'm trying to uninstall it to give them both better internet access (at her request).
It's asking for a password which wasn't supplied and which, apparently, neither Comet (where the machine was purchased) nor Acer (the manufacturer) can supply.
The laptop is around 6 months old if it helps.
Anyone come across a way of removing piece of software?

Googling it shows it is quite difficult to remove.

My name’s Matt and I’m from Comet.
I was disappointed to learn of the problems that you are experiencing in removing the NetIntelligence software from your neighbours Home Access laptop.
As the NetIntelligence software on your neighbours laptop is deemed to be an important security feature, we are unable to provide any information on how to remove this. Please also be advised that in the event of the software been removed, should any issues arise as a result of this, repairs may be conducted on a chargeable basis.
However should you wish to continue to remove the software from the laptop, we would advise contacting NetIntelligence directly on 0370 050 0990, Monday to Friday 09.00 to 17.30, who will be able to confirm the correct removal process.

Apologies for the delay in responding.
I've contacted NetIntelligence who say that, because the laptop is less than 12 months old, the Government has said it can't be removed. After 12 months it will either become inactive or they will supply the password to remove it.
It's blocking stupid things like games on Facebook, for pity's sake!!!
Big brother and the nanny state strike again!
And why are the calls charged at some ridiculous rate?

Well it is supposed to be for the kids to use for educational purposes and not for your neighbour to post inane rubbish about their pathetic life for their 300 "friends" to see.
And secondly, the "nanny state" has given them a free laptop. If they don't like the restrictions, perhaps they should have done what the rest of us did and buy one.0 -
