Best package for people not on the Internet?

I often know people who are not tech savvy enough to use the Internet, this seems to place them in an underclass when it comes to choice and saving for a wide variety of products.
My friend is thinking of upgrading to one of the BT packages which allow cheaper calls/min at an increased fixed cost per month. Are there any better options such as the equivalent of a 18185 overide number which could be signed up by telephone and bill her on paper?

You're best checking here I think:

I think the best solution for her longer calls (all in the UK) is to retain her current package and use this overide number which doesn't require the Internet, (I don't think)
http://www.05pence.co.uk/
cheap phone call UNITED KINGDOM (to landline)0844 205 05 05 0.5p per minute
cheap phone call UNITED KINGDOM (to mobile)0871 858 05 05 8p per minute
So all she needs to do for a landline is 0844 205 0505 then wait until a recorded message then 0044 with the normal number without the first zero? I suppose she needs to programme that in to be practically useful. Not easy for her really0 -

It doesn't but I'd research what BT's setup fee is now. That page is not up-to-date.
To gain benefit from using something like 05pence she really should have a reasonable idea of her calling pattern. I'll assume she's on the BT weekend plan (you haven't said). For example, 20 very short daytime calls a month would be about £2. 10 half hour daytime calls a month would be about £2.50. By this time you are not far off the price of the Anytime plan.0 -

As well as the amount of useage you need to take into account 0844/0871 access numbers are not inclusive so you need to add an expensive connection charge, and consider the fact you pay whether your connected to the destination number or not.(EG DestinationNumber engaged you pay)0 -
Many tariffs (phone and other utilties) can be signed up to by phone, your sticking point is probably paper billing (which implies you also don't want to pay by DD?) Ruling out DD payment locks you out from most of the best deals. No free lunch, and no free laptop
