car insurance - non-uk citizen

Hi,
I'm new on the site. Looking for some advice.
I am a British citizen, resident from birth. I want to add my partner to my car insurance policy. She is a South African citizen, living in the U.K on an ancestry visa since December 2009. She has had a UK driving licence for 1 year (converted from her SA licence automatically by DVLA). My annual policy comes in at around £500. When I try to add her name, it goes up to £900!
Does anyone know which companies would provide cover and who is likely to be cheapest?
Thanks,
Chin
