Car Insurance Direct Debit

Hi,
This is my first post so I'm not sure if I'm in the right forum or not - apologies if I am!!
I had car insurance which I paid monthly by DD with hastings direct. This was due for renewal on 30th July. I had found better car insurance elsewhere so did want to renew with hastings. As per their renewal document instructions, I returned my new insurance certificate to them in the pre-paid envelope they provided to confirm that I did not want to renew. I also cancelled my direct debit so no payments could be taken.
However I have today noticed on my online banking that they have set up a new direct debit and taken their "initial payment" out of my account. I called to complain and they said that they haven't recieved my certificate back and that the DD I cancelled was for last years insurance and they automatically set up a new DD for this years. Is this correct? I thought I would have to give permission to get a new DD set up. They are going to give me a refund but only at todays date not the for the last 5 days.
Can someone please let me know if this is correct? I want the full lot refunded as I followed their instructions to cancel.
