admin fee to cancel during cooling off period

I signed up for AA membership via quidco. It was £129, with £50 cashback via quidco.
The cashback was declined, quidco won`t do anything until 60 days has passed and AA tell me there is no reason they wouldn`t decline it.
Anyway onto my thread subject line, I asked AA to cancel my membership as I am only 5 days into my 14 day cooling off period and they tell me they will charge an admin fee of £20 to cancel during the cooling off period.
Are they allowed to do that?

Just had a look and yes it says they can.
Page 19 right at the bottom, it refers you to page 25, which mentions £20 in the cooling off period.
