Flooded council flat

My flat was flooded from the upstairs flat, but when I went upstairs, I discovered the tennant there in floods of tears and their flat in a much worse condition than mine. It seems the council did plumbing work last week and then today the water started gushing out, they reported it and were told the council would send someone out tomorrow. My husband turned their water off from the mains, but what do they do about claming for their ruined furnishings? The damage to our flat isn't too bad, but our hallway carpet is soaked.

Council insurance will cover all the damage. You and your neighbour need to talk to your local area housing manager..................
