I have often received business cards with purchases, it doesn't seem to be against any ebay rules. The only rules about not contacting buyers appears to relate only to emails.
A polite thank you note in your wrapped purchases together with a web address or price list certainly wouldn't worry me as an occasional buyer.

Hi Jim
Soolin is right & it sounds fine to me - it is a good way to start building your customer database before your website is even open for business. The people buying your items on eBay will probably the perfect people to aim your business at, so including a business card and leaflets can't do any harm. A thank you note will also leave a good (hopefully lasting) impression with your customers.
You could always incorporate eBay into your business, and continue to sell on eBay when your website opens, as you will be getting many more hits on eBay due to the millions of people that are on it. Make sure your eBay ID is the same as your business name, you can create an "about me" to tell your customers a little bit more about your business and you could also open a shop on eBay. Hopefully all of this will help your business grow very successfully.
Good luck with it.
