Water coming through my flat ceiling - who is responsible

Would be grateful for some advice.
Water has come through the ceiling of my bathroom and kitchen in my flat.
I called at the neighbour above who rents it and she said it was coming from the flat above her who also rents.
Who is responsible?
Avoiding any possible agro just want to get my ceilings made good. Do I claim off the flat with the leak and not the one directly above me?
When it is a rented flat do I have to find out who the letting agents are or is it the responsibility of the tenant?

    It may well be that you have to claim off your own insurance, unless there is negligence involved.

    As above - its most likely that you will have to claim off your own insurance. If they (owners/agents) of the top flat have been notified of the problem and not done anything to stop it then you could have a claim against them but proving it may be difficult.
