I have since had no contact despite 3 emails. tonight while messaging again i checked her feedback again out of curiosity only to find the person who had originally outbid me has just left feedback saying they loved the dress. i am sooooooo upset. she wouldnt take paypal so i have no comeback that way. any advice?

you have her addy, contact her local police department (google it)
and inform them that you've been defrauded
they don't take kindly to that type of thing over there

Have you still got the mail confirming receipt of funds, and that she'd sent the dress? I'd report to eBay for a start. If you lend someone a tenner and never see them again, it was probably worth it.0

Unfortunately using cash as a payment method removes any buyer protection and means a buyer cannot do an ebay claim.

 So, never, ever, ever send cash then?
I don't suppose you know why you can't claim? After all, the seller has confirmed receipt?
I think I like eBay progressively less and less...:rolleyes:If you lend someone a tenner and never see them again, it was probably worth it.0 -
Yes, ask her to send you proof of postage. It may have just been lost in the post or sent by surface mail which takes ages.
Also re the second chance offer. Was the dress new as she may have had more than one? I do this all the time when I have more than one of a particular item to get the maximum price on each one.
Also, paypal is the way to go when buying from abroad on ebay due to speed, protection and convenience.0 -

never ever send cash, in fact never ever use anything other than paypal backed by a credit card if you want to be as safe as you can.
Ebay say cash is not recommended and buyers basically use it at their own risk...which the buyer has unfortunately done in this case:
http://pages.ebay.co.uk/help/buy/payment.html#cash
Cash
Not recommended
Payment by cash is not recommended by eBay. While sellers may offer the option to pay with cash, they cannot require you to pay this way. If you suspect a seller may be trying to commit fraud by insisting on payment only by cash, please decline and report the member to eBay.
Risks
• Not Traceable
• No way to prove payment was made.
• No protection against loss or theft in the mail.
• Not covered under eBay's Standard Purchase Protection Programme.
The only option is as has been suggested in another post, that the buyer considers taking a case of postal fraud against the seller, as was said the US take postal fraud very seriously.

NEVER, ever send cash, some people are just too trusting, we have just had problems when selling a mobile, the "buyer" has messed us about for nearly a month , first he wanted to send cash! we said no thanks, then a postal order, then he said he would open a paypal account, then no communication so we reported him. there are as many idiots on ebay as there are genuine buyers and sellers.0

It's always possible that she had two dresses, and wanted to avoind two sets of costs by listing one and planning to offload the second as a 'Second Offer Chance'...?April Grocery Challenge £81/£1200
