RBS forces students to close existing current accounts

As a mature student who is going to university on an eligible course, I have been taken aback by the whole process for getting student terms.
The bank I chose is RBS. The whole process began in late July 07 with my local branch, and has been at the approved stage for a number of weeks now, but I had not heard back from them despite my calls.
I have now been informed by the branch that they require me to close and transfer over my existing current account with my other bank before they will open my student account. This is a web-based internet account.
When phoning RBS Direct Banking on their 'national number', and speaking with a student business advisor, they themselves have confirmed that the T & C do not say that I would need to close any existing accounts. I have said to the branch that I would not be willing to do so as my internet bank is linked to my savings account. But my branch is adamant that I would now need to transfer and close my existing current account with my other bank, before they will open my student account.
Is this correct?
