Ebay item not arrived

Thanks for looking.
Bought a jumper off ebay for $£49.98 + £5.50 postage + packing, advertised as 1st class recorded and paid immediately.
Two weeks on no item - The seller has been in constant contact but cant provide a tracking number, he doesnt even have a proof of postage.
He said he would refund the cost of the jumper but not postage but is now attempting to delay even this.
He has mainly good feedback - 1 neg for slow delivery on his last sale.
He now says that he has spoke to royal mail, who without a tracking number can tell him a package was delivered to my address!!!! He asked me to email him back to sort out what happens now!!
I am not happy about this and am tempted to try and gain a refund from my credit card as i will get back the full amount i think inc postage.
I cant even be sure he has posted the item as he has no proof on a £50 jumper. Idiot.
He has already left me good feedback although i have yet to leave his.
Whats my best course of action now please?

Start a paypal chargeback immediately and if that fails go to your credit card company and claim for item not received.
As a buyer you are entitled to a full refund, including post and packing. I cannot understand how Royal Mail alledgeley told him that i had had a parcel delivered if he has no tracking number?
Do i need to email him straight away to let him know or just start the chargeback.

You need to time the chargeback right..if he is still selling then start the chargeback immediately. If he sells only infrequently and he has something finishing in th enext few days do the chargeback then.
Do not warn him first.
As you paid by credit card you are in a very strong position as you can fall back to them if paypal cannot recover funds.

Sounds like he is trying it on. As he doesnt have a tracking number there is no way that Royal Mail can have told him that it was delivered to your address.
I agree with Soolin, start a paypal chargeback (assuming you paid via paypal). You should be refunded the whole amount that you paid - including the postage - he cant justify not refunding you the postage.

Technically, I think that's called "fibbing".
If you lend someone a tenner and never see them again, it was probably worth it.0
