collision damage waiver - car hire abroad

I am looking at hiring a car in spain for a week, ive done the price quotes and all okay with that.
The price is advertised as 'inclusive of excess' but when you go to the page to book there's a part to tick to purchase 'excess reimbursement insurance' at a further cost of £35 for the week.

Now i read on Martins column in NOTW last sunday abt car hire abroad and his advise to not purchase collision damage waiver as the excess charges are high and to purchase it seperately.
What i am confusing myself about and the more i think the more confused i get! is if the advertised price is inclusive of excess what is the idea of the excess reimbursement insurance??? (which incidentaly is £15 on the web site that martin suggested..)

Im tieing myself up in knots here, can someone explain it to me please!!
