Two tier charging system

I'm sorry if this has been asked boefore, I've checked through but didn't find anything.
How is that the companies have all changed over to two tier systems ofr both electric and gas? I had no explanation from Pwoergen when this changed and I'm a bit cross as my usage is quite low I hardly use any Kwh at the lower rate? Was there a change in the law or isit a subtle way of making more money..... any info gratefully received.

Most energy suppliers used to have a standing charge, as this was deemed to be unpopular they introduced no standing charge tarrifs, they claw back the equivalent of the old standing charge with the initial units you use.
There is one supplier that has no standing charge and only one rate as far as I know and that is Ebico.That gum you like is coming back in style.0 -
Thanks penryhn, I've looked at their prices and compared the two rates, even with my limited amount of usage it works out better to have the two tier system so looks like I'm stuck with it, thanks again
