Advent 7098 Sound function keys HELP!!!

I have just bought one of these laptops and I am having trouble using the function keys for amending the sound when I log on as the second user.
When I log on as the first person, they work fine, when I switch users to the second one the function keys no longer work. When I switch back again to the first user, the function keys don't work now and the volume bar is stuck and showing on the screen!!!!
Both users are set as administrators.
Help don't know what to do - took it back to PC world and they fobbed me off claiming it was some software that I had put on had caused it. Did a complete recovery and removed all my stuff - and guess what, did no good at all (no surprise there then!!)
If anyone has any ideas, I would be really grateful.
