Police wouldn't help

My son had his phone stolen in Zante on a Saturday. He went to the police that day and was told they were too busy and to come back on Monday. He did this and was told on Monday that he needed an interpreter. He turned up Tuesday with interpreter and was told they made too many arrests that night and to come back next day. Finally on the Wednesday they filled out a form.

Now I know he did not get a form within 24 hours but this effectively means that in an area wher the police are too busy or too lazy or don't want to do paperwork for petty crime then you have no cover. I'm sure they just wanted him to go away but he persisted.

I've relayed all this to the insurance company but they say no 24 hour police report no valid claim.

Any suggestions?
